Neptun Deep: Romania’s €4 Billion Black Sea Gas Project Targets First Production in 2027

Developed by OMV Petrom and ROMGAZ, Neptun Deep could add approximately 8 billion cubic metres of annual gas production at plateau, strengthening Romania’s role in Southeast Europe’s energy market.

Romania’s Neptun Deep offshore natural gas project is targeting first gas in the first half of 2027, according to the developers’ published guidance. The approximately €4 billion development represents a significant investment in Black Sea gas production, with potential implications for energy supply across Southeast Europe.

OMV Petrom operates the project and holds a 50% interest, while ROMGAZ owns the remaining 50%. Neptun Deep contains an estimated 100 billion cubic metres of recoverable natural gas across the Domino and Pelican South fields.

From offshore fields to Romania’s coast

The project’s production infrastructure includes 10 wells, three subsea production systems, an offshore platform and a pipeline extending approximately 160 kilometres to the Romanian coast at Tuzla. An onshore gas metering station will connect the development to Romania’s transmission infrastructure.

At plateau, Neptun Deep is expected to produce approximately 8 billion cubic metres of natural gas annually. That figure represents anticipated output once production reaches its planned sustained level, rather than the volume expected immediately after startup.

Regional supply potential

The development could strengthen Romania’s position as a regional gas supplier and provide an additional source of supply for neighbouring markets.

For Southeast Europe, its significance will depend on how effectively additional production reaches buyers. Cross-border pipeline capacity, domestic consumption and commercial supply agreements will influence the volumes available for regional trade.

New production could support supply diversification, but it would not automatically translate into lower prices. Market conditions and the cost of transporting gas will also shape the project’s commercial impact.

The next milestone

First gas entering Romania’s national transmission system will mark the transition from development to production. The subsequent increase toward plateau output will determine how quickly Neptun Deep delivers its anticipated contribution to Romanian and regional supply.

With production approaching, attention is shifting toward the connections and contracts needed to bring Black Sea gas to market.
