Morocco Launches 350 MW Noor PV Multisites Solar Programme, Opens International Pre-Qualification

Morocco has launched an international pre-qualification process for its Noor PV Multisites Programme, a major renewable energy initiative aimed at developing at least 350 megawatts (MW) of solar photovoltaic capacity across several regions of the country.

The Moroccan Agency for Sustainable Energy (MASEN) announced the procurement process in October 2026, inviting qualified companies and consortiums to participate in the development, construction, operation and maintenance of multiple ground-mounted solar power plants.

The programme forms part of Morocco’s broader strategy to expand renewable energy infrastructure, attract international investment and strengthen the country's transition towards sustainable electricity generation.

Solar Projects Across Five Moroccan Regions

The Noor PV Multisites Programme is expected to involve between four and six solar photovoltaic installations, with individual capacities ranging from 40 MW to 170 MW.

The planned projects will be distributed across five regions:

  • Casablanca-Settat

  • Béni Mellal-Khénifra

  • Marrakech-Safi

  • Souss-Massa

  • Guelmim-Oued Noun

By distributing solar generation facilities across multiple locations, Morocco aims to harness regional renewable energy resources while supporting local economic development and creating opportunities for companies operating in the clean energy sector.

International Tender and Project Timeline

MASEN has adopted a two-stage competitive procurement process to select contractors for the programme.

The first stage involves pre-qualification, during which interested companies and consortiums will be assessed based on their technical capabilities, financial strength and experience delivering large-scale renewable energy projects.

Successful applicants will subsequently be invited to submit detailed technical and commercial proposals.

The selected contractor will be responsible for engineering, procurement and construction (EPC), alongside operation and maintenance (O&M) services.

The deadline for submitting pre-qualification applications is November 30, 2026, at 12:00 noon Moroccan time.

According to the reported preliminary schedule, construction could begin in 2027, with an estimated construction period of approximately 18 months. Commercial operations could commence in late 2028 or early 2029, depending on procurement, construction and commissioning progress.

Supporting Morocco's 2030 Renewable Energy Ambitions

The Noor PV Multisites Programme represents another step towards Morocco's objective of increasing renewable energy to 52% of its installed electricity generation capacity by 2030.

According to Morocco's National Electricity Regulatory Authority (ANRE), the country installed approximately 204 MW of utility-scale solar capacity in 2025, while renewable energy sources accounted for 45.5% of installed generation capacity by mid-2025.

The new programme follows the 305 MW Noor Atlas solar initiative, which entered construction in March 2026 and comprises six photovoltaic power plants. Commissioning of the Noor Atlas facilities is scheduled to begin in July 2027.

Together, these developments highlight Morocco's continued investment in expanding its solar generation capacity and diversifying its national energy mix.

Strengthening Investment and Energy Infrastructure

Beyond increasing renewable electricity generation, the Noor PV Multisites Programme is expected to create opportunities for international engineering firms, renewable energy developers, equipment suppliers and infrastructure contractors.

The programme is also expected to support Morocco's efforts to develop a competitive domestic renewable energy industry, strengthen energy security and reduce dependence on conventional power generation.

With international pre-qualification now underway, the initiative marks another significant development in Morocco's renewable energy expansion and its ambition to position itself as a leading clean energy market in North Africa.
